NEW VISION OF MANAGEMENT HIGHER EDUCATION IN NEPAL 2019-04-29


Universities and colleges play vital role in the developing, modernizing and producing human resources of excellence. The advancement of a country can be judged by the standard of its higher education.

Shanker Dev Campus is a college contributing in higher education as a constituent campus of Tribhuvan University since five decades. The history tells the untiring effort of this institution for disseminating management knowledge to students of higher education for more than six decades even before the establishment of University in Nepal.

Recently SDC Student Alumni has been formed with objective of making contribution on educational quality promotion of the campus. One of its functions is to organize educational events. In due course of its events management it realized the responsibility of making constitution of Nepal work in the best way possible and support Shanker Dev Campus to develop as a leading campus in higher education in management area. For this purpose series of activities in the form of seminar, dialogue, conference and meetings are going to be arranged with focus of higher education institutions in federal democratic republic of Nepal. This seminar is the first to enter in this subject matter.

This seminar wishes to open the door for discussion on probability of university more specialized on management area in this changed arena. The management education is becoming popular inside and outside the country. New constitution promulgated in September 2015 has declared right to education as fundamental right. Nation is in process of making legal provisions for implementation of fundamental rights.

Here we talk about the provisions of Nepal’s Constitution of 2015 in respect of higher education. The structure of State shall be of three levels, namely the Federation, the State and the Local level. The Federation, State and Local levels shall exercise the power of State of Nepal pursuant to the Constitution. The legislative powers of the Federal Parliament are enumerated in the lists of Schedule of the constitution. The powers of the Federation shall be vested in matters enumerated in Schedule-5 and such powers shall be exercised pursuant to the Federal law. The powers of a State shall be vested in matters enumerated in Schedule-6 and such powers shall be exercised pursuant to the State law.

Central universities and standards/regulations of universities are federal powers as listed in Schedule-5 of the constitution relating to clause (1) of Article 57 and Article 109. State universities and higher education are listed as state power in Schedule-6 of constitution relating to clause (2) of Article 57.Now it’s clear that Nepal is going to have Central universities and State universities. The main focus of our discourse will be the types of Universities that new constitution emerged.

The seminar will encompass the major goals of universities and colleges irrespective of central and state. The components inherent to quality of higher education should be addressed while we are expressing our opinion for probable future plan on higher education system in new context.

Here we urge you to prescribe some dimensions of qualitative higher education that are necessary to address as per provision of Nepal’s Constitution of 2015. The constitution mentioned the state policy of making qualitative higher education easily available and accessible.

It will be extremely useful if the present scenario of large volume of students’ engagement in management faculty is taken as focal theme for brainstorming.
